Some time tomorrow evening I'll reach T4 Omega and New Romulus reputation. Since I just bought and used a respec token last week, I thought it prudent to ask here for opinions on which passive abilities to choose, before playing around with them myself (probably at a $5 cost for another respec token).
So, what are the recommended passives? Any additional explanation as to why I would choose one passive over another would be helpful. What information I did find on the subject suggests that both shield passives are strong, but that information is at least two months outdated.
If it helps any, I'm running a tactical captain in a fleet defiant.
I'm focused entirely on PvE at the moment. I don't know if or when I'll dabble with PvP in this game, though I've certainly enjoyed it in other games (TBH, I may just re-install SWTOR and remake my level 49 godmode Juggernaut for some relaxing PvP fun, but that decision reflects in no way on this game).
OGA looks attractive, but that proc rate is so low, and my escort's DPS so high already, that the average damage increase from OGA would be hardly noticeable. That proc rate is so low that I don't even think it would be relevant to burst DPS, either. I'm thinking I may go with the shield regen, because if the tooltips can be trusted it would more than double my shield regen rate; given the alternative, this appears to be a decent gain with a low opportunity cost.
My bigger question, and really the reason I made this thread, was regarding the New Romulus T4 passive abilities. Neither seems terribly attractive. The current front runner is the placate, but I'm really not sold on it. The shield heal looks strong, but that's without discounting for two RNG rolls.
Are there any hidden features of these abilities I should be aware of? I know there was some confusion about the placate having an internal cooldown that's not listed on the tooltip, or if it triggers some sort of placate immunity buff on its target. Also, I know there are alot of hidden details in this game, and I assume these are no exception.

The placate is much more of a pvp thing than it is pve. I'm not saying it can't have it's uses in PvE though, it's just not that useful. The Emergency shield heal is excellent when you get critted though.
Omega Graviton Amplifier is again more PvP-orientated, and adds little damage in regards to the massive HPs that like a Tac cube has. The shield regen is again, highly useful, and more recommended in this case.

How exactly does it work? Is there any sort of threat reduction associated with it, or is it literally just 2s where the enemy can't target you? Would an NPC still attack you if you're the only enemy in range, or do they start wandering off towards the next target for 2s? Is there an internal cooldown on it, does it apply an immunity buff after it expires, or none of the above?
Any other details about it are appreciated. I haven't played around with a sci captain, and I dropped Jam Sensors early on, so I really have no experience with placates.
Personally, I think the shield regen option for Omega is a no-brainer.
Romulan one is a little more open for thought. Emergency heal adds to your general survivability, whilst the placate is pretty much confined to PvP in terms of its usefulness. Both are rather limited in scope, I went with the placate anyway.

You can respec the rep passives only if when you go to the trainer you click on the clear all button and start from scratch - the clear all button resets the rep passives, after completing your normal ones and clicking accept you can then go to the rep section and do those.
