As the title says. This would reduce the amount of newcomers insta popping the moment they enter the arenas. The newcomers would become less of a burden to the team and also they would survive long enough to see the enjoyment of pvp.
We want more people to join pvp so thought this would be a good start to reduce the learning curve.

If you kill the up-time of auto-distribute, there needs to be some compensation or Escorts will have a much easier time finding kills, even against modestly buffed targets. I'd say swapping or averaging the distribution speeds between balance shields and auto-distribute would be a good start.
yeah, it would require the creation of more skills, but it doesnt mean the game wont be more fair with this idea, all the team skills should be balanced, tac=+dmg / sci=+shield / eng=+hull, the shield reroute should be a ship skill with 1minute cooldown and 15secs duration, just like as the reroute left, right, up, down, and distribute,
i personally like the idea, it would make the game more fair
