i would like to say yes, but honestly i can see this being stacked with attack pattern easy-mode to become an ohk on any other player.
especially seeing as tacs in escorts can already one pass another player in a cruiser.

battering down a shield facing takes 2 seconds, literally, hitting exposed hull with this and the already near uncounterable dps from alpha strikes would still make any escort v anything else a one pass kill in more occasions than it is now.
not like its not easy enough to pants a cruiser in kerrat by decloaking on it after its been hit by shield drain spam as it is.
While the info on Mem Alpha sound impressive at first sight, it's probably still short of what an actual Photon Torpedo could do (somewhere in the hundreds of gigatons)

So I'd say this weapon could become the energy weapon counterpart to the 'Peng torpedo.
Nice, but can't be buffed by any kind of tactical abilities like "Rapid Fire".
Could be interesting if it were a science oriented weapon; make it a console that adds a slow cool-down ability that draws its strength from Auxiliary power, delivering two types of damage, firstly a large amount of anti-shield damage, followed by modest kinetic damage.
On a ship with good Auxiliary power (generally a science ship) and with some suitable science skills the weapon should down the enemy's facing shield in one go and effectively deliver a free torpedo hit, with a suitable cooldown so it's not completely abusable.
The real advantage of the weapon would be in using it for a coordinated assault on a single shield facing, since any other ships will be able to do the real damage once the facing is down, or a ship that has a decent balance of power levels might be able to take advantage on its own.
Completely support more options for the Intrepid because the abilities they have really don't work well. There's a delay before the armor is activated so you can literally be instakilled, it disables EVERYTHING so it's essentially useless. It's a science ship so it takes 4 forevers for a large enough stack of Sensor Analysis to stack (with only three abilities that affect the stacking of SA). These ships are gimped compared to the other ships out there. If the hull on the Nebula wasn't so good, that ship would be just as bad imo. SA really needs an improvement when it comes to using weapons that bypass shields on science ships overall.
Intrepid needs some love so do most of the science ships, and deflector abilities need to enhance the stacking of SA so defense isn't such a chore on these ships.
One of the major things I'd suggest is since it's well known that Voyager had two deflector dishes the cooldowns of deflector abilities on this ship should absolutely be cut in half easily.
