Perhaps in the 2 years since the last post, they've come to recognize that? :?

1. I have seen several other players, both on STFs and in Borg Invasion missions, who somehow are able to annihilate spheres and probes within seconds, and even several cubes within 10-20 seconds. I was wondering if anyone knows how this is possible?
You can currently equip 4 of them to the front which IMO is stupidly overpowered.
I saw a fleet the other day go into an STF... I was the only one not a member of their fleet and they all had these torps mounted. Conduit Elite it was.... Anyway, they didn't even destroy any Gens, just straight for the gate which was down in like 30 seconds and the tac cube about 2-3 mins after that along with all the spheres that appaered. Literally the whole thing done in about 5 minutes. Was insane and IMO shows how overpowered these things are, especially with no limit to the number you can equip :-(
This thread is older than the borg... bad Necromancers, bad!
The short answer to the quick kills is simply: Crits with high damage weapons. When my torpedo specialist has good timing and luck, she can tear down elite cubes in about 5 seconds by herself. When unlucky, it can drag on for about a minute.
Super-charged DHC builds are also able to tear apart things just as quickly.
My reply will focus on how to fight the borg, in space. If you are low levelled, your options are limited when battling the borg, and actually being effective, my advice for anyone lvl 30 and below? avoid the borg unless team with a lvl 30+ that actually knows what they are doing.
Now for those low levels that want to fight the borg when they get stronger, and for some of those higher levelled that maybe aren't sure HOW to fight the borg, here comes my advice.
1. Invest in anti-borg specific ship equipment.
I am a lvl 44 tactical officer, and i can battle the borg quite effectively in either my defiant class tactical escort, or my mirror universe advanced escort, due to my equipment sets, and my boff abilities.
2. what equipment? i hear you asking me, no worries. here goes!.
weapon types? any damage type works against the borg, for tactical/science, i recommend a good mix of dual cannons, 1 forwards torpedo launcher, and however many turrets you can fit aft wise. all of which should be maxed with either (dmg) x3 or (acc) x3.
choose equipment that will assist you in resisting energy/shield drains., a neutrino deflector array works nicely, along with some power insulators. then invest in some good hull armor for your engineering slots. then invest into some damage increasing tactical console's to help boost your dps quickly.
ship shields should be that of the covariant variety, with a (pla) boost. since borg do primarily plasma damage, it is always nice to have some 20% plasma resistance to keep you alive a little longer. invest some skill points into power insulators and boosting dps and shield/hull strength and your just about there .
crank all power between weapons/shields, and have a few good skills like hazard emitters 2, reverse shield polarity, tactical tea m1+2, brace for impact, and cannon radpi fire or scatter shot, and your practically killing borg without ever losing your shields at all.
I think the borg are fine as they are, but I would like to know what skill or why my weapons/boff abilities go on random/continuous cooldown.
It is fine imo, but just like to know what they are doing and if there are any counters to it. I just hate it when I go to pop RSP and it is on 3 10sec cooldowns.
It's an ability Borg ships have called Assimilate. Basically, it's like the Boff ability Boarding Party, only they don't need to load their drones on shuttles; they just beam directly to your ship once your shields are down. While your ship has the Assimilate debuff, the drones are causing havoc on your ship, which can include randomly resetting the cooldown on your abilities.
The easiest way to counter is to use the Boff ability Tactical Team. It removes all boarding parties, including those attacking your ship via the Assimilation buff. You can either be preemptive with it and have it running as often as possible (which is a good idea as it has a lot of other bonuses to it), popping it once you see a shield facing or all of your shields go down (since the Borg tend to use it once they have an opening in your shields) or hold on off on using it until after you see that your ability CDs have starting going screwy/you notice that you have the debuff on your buff/debuff bar. (it's icon is a combadge with an orange border, I believe).
Also, as for the Borg shield depletion weapon, for escorts and science vessels, you do usually end up simply hull tanking things with a bare minimum of shields, but if you fly a cruiser, you can actually outlast the shield depletion. Equip Regenerative Shields of the highest Mk you can get, make sure your shield power is at least around 50, make use of the standard Aux2Bat builds to give additional power to all your systems including shields, and rotate around the Transfer Shield Strength science Boff ability and the Emergency Power to Shields engineering Boff ability. On my cruiser, if I've got all that running, my shields barely notice when the Borg shield depletion ability goes off, and it also helps reduce when I've got Assimilation teams running amok on my ship since, again, it seems like they can't beam drones over when you've got your shields up. Again, though, beating the shield depletion ability is likely only really possible for cruisers, since they already get an innate bonus to their shield capacity and have the flexibility with their power and Boff abilities to play a bit more defensively.
