Your Trace Route results don't look too bad, but your Net Test results are so poor, it almost looks like your ISP is throttling the connection...
Also, your Net Test reports that some other process is using your Network Connection while Net Test itself is idle... Are you running some other Utility that is taking up your network bandwidth???

You should probably post your Trace Route results in the PWE Tech Support Forum Thread on STO network Lag, as their showing issues with the Cogent Communications Boston hub, which PWE has been having issues with for the past few months... http://techsupport.perfectworld.com/
Now the other issue. Your Net Test results is showing that something else is taking up a large chunk of your network bandwidth while Net Test itself was idle... Are you running another networked Utility or Application that is interfering with your STO Client ???
winamp was up at the time, which is the utility I use to play the internet radio station I listen to. When I closed Winamp, those numbers dropped to 14 and 4.

Even 14 and 4 still sounds suspicious, as ideally, both numbers are suppose to be Zero. Background activity like that could be behind a malicious keylogger for example...

When you have this big a lag this close to your computer, it means that either your gateway router, or the cable modem unit, (or both) is having issues talking to each other... You may have to contact Comcast tech support to take a look at the unit...

I figured as much... thankfully I had enough numbers and stats to talk them into sending a tech out to check everything

Doesn't look like anything is obviously wrong. though you may have done these tests when the issue wasn't occurring...
However, Net Test does report that something else on your computer is using the network interface while Net Test itself was idle. And existence of other running networked applications and utilities have been known to cause compatibility issues with the STO Client. You might want to track down the cause of this, and see if this is creating the problem or not...
