Well, not really. All three classes can heal as well as each other, with skills, consoles, DOffs, and power levels being identical. This is because there is no ability that directly boosts healing.
However, since the skill tree revamp and the shift of science powers to "standard" damage types, the tactical damage boosters kick in on them as well... And tac captains possess exclusive access to the three biggest damage boosters of them all - GDF/APA/FoMM...
IIRC, GDF/APA/FoMM will boost the damage aspect of engineering's one damage-causing power, aceton beam. However, since it's a high-end engie skill (lt cmdr slot minimum) and not many escorts have the ability to pop it - you rarely hear anything about how awesome the damage is, unlike the plethora of "science secondaried tacs" in MVAEs throwing around lt. cmdr level GW Is / CPB II / PSW II / etc...
Many of us science captains are saying "recreate exotic damage type, either give it it's own resists or combine anti-exotic resists with, say, anti kinetic resists, leave these exotic damages off of the GDF/APA/FoMM boost chart, then re-buff sci powers to do that level damage "naturally"", then all three classes will be "equal" with science abilities as they are with healing, still leaving tacs as the king of the DPS hill...
Romulan tier 5 reputation helps, but that's not a sci-exclusive, and on a 10 minute countdown anyway...

Still at it. CBS "restrictions" fell by wayside with freebie Breen. Time to re-examine ENT and ToS at tier 5, repurpose the Connie into Sci and rebuild an Akira escort into the "NX". 6 "eras", spread evenly over all the classes...
