The selection of ensign level engineering powers is preeeeeeetty lame. There are the four flavors of emergency-power-to, all of which are bound by a shared cool, and eng team 1. Science has 8 un-bound powers to choose from at the ensign level and tactical has 9 powers, though six of those are bound beam powers, four of them beam-target-x flavors, two are bound torp powers and then there's tac team. So, I would personally appreciate it if some, if not all, of the aux-to-x powers could be brought down one rank, this would give eng ensigns 8 powers to choose from, the four bound emergency powers, eng team 1, and the three bound aux-to-x powers, or perhaps boarding party and or extend shields could be brought down instead... just one way or another, it would be incredibly helpful if there were a bit more variety available at the engineer ensign level.
This is especially problematic on the Galaxy and Negh'var which have 3 ensign slots to fill...and lots of slots where a high-level version of the same ability is most likely already slotted.
IMO, I think that the Auxiliary powers should all be brought down one rank, if only in the interests of variety. For that matter, Boarding Party might actually be semi-useful as well if it were available at a lower rank. It'd be pretty nice as filler for players who have topped up their maximum 3-power cycle and want something to fill their ensign slots with.
Oh boy, it seems that it's time for the solution the Rangers on Bablyon 5 had for this kind of problem: look at the answer while hanging upside down and looking into the mirror.
Either you understand the answer or you pass out and have a vision.
you don't find those six ENS TAC beam bound powers and two bound torp powers bothersome ?
That leaves 1 ensign level TAC power for all those escort captains that have no beams or torpedoes. Running 3 copies of TT is what makes the escort shred cruisers, DUH !
That doesn't bother me so much in that the problem is only faced by those who go pure cannon/turret/cannon/turret/mine build (as mine skills aren't available at ensign either)
But if just one torp is put on, a spread could be used if for no other reason than to take out heavy torps/plasma balls.
However, I would personally prefer it if all abilities were available at the ensign level and went 1-4 up to commander rather than having some start at ensign with lt.com being the 3 or some starting at lt with com. being the 3... and it's absolutely stupid that some powers have 2 and 3 both squished into the commander slot.
