You can only trade boffs by meeting another person on a ground map and using the trade window. And note that to do that you have to have already removed all items from the boff (possibly only all bound items, but I always assume it's all items for safety). That means that there is no way to have different toons on the same account train each other's boffs except by going through a second party.
I would like to get rid of BOff only skills for pretty much the same reason - time and hassle. It takes a lot of time to farm the money to pay the insanely outrageous price some demand for BOffs on the Exchange. All skills for everyone at the same vendor so no one wastes what might be valuable to them as an individual and others with great luck dont unfairly benefit but what do I know....

Let us just say I have three captains at VA with the names Trainer T, Trainer E, and Trainer S precisely because of this stupid silly system. And it doesn't even help with the growing number of desireable bound boffs.
This system adds nothing of value to the game especially when you factor in the annoyance factor that it does add. It reminds me of most bad forms of DRM, doing nothing but irritating me.
In the past the defense was 'it promotes social activity and fleet bonding'. We have a grind for social activity now this system has now outlived any meager benefit it never actually added.
STO has a diverse group of players with a wide range of expectations and playstyles. To that end the STO team should endeavor to create a variety of content with a diverse set of difficulty levels and challenges. Cake for everyone!
