i find i use rsp as a more 'reserve' power than others, mainly due to its massive effect and long cd. i also find i only use it at lt level...
so what if its cd was reduced to 90~60 seconds
the magnitude of the regen cut in exchange for duration
but, most importantly, to balance its large shield regen it caused an increase in shield bleed-through?
at lt +40% bleed 15sec uptime
at lt cmdr + 35% 17.5sec uptime
at cmdr +25% bleed 20sec uptime
allowing the power to keep its potentially massive shield heal but at the cost of shield integrity and needing better hull resists.
these are just 'off the top of my head numbers to get the idea across, more than well thought out numbers.
Figure out and address the players path of least resistance to reward. this one thing is THE consistent factor undermining all your efforts. be that crafting, raids or starbase projects.
