Personally I think the C-store variants will just be slightly fancier versions of the free ships we can get but with the added benefit of new skins (ie the cool raptor in the teasers) and a console power.
My Romulan ship knowledge is admittedly not great but this is how I see part of the ship line up:
The Bird of Prey will undoubtedly be the T1 ship and a D7 will likely be among the T2
T3 will likely be a D'Dedirex and a Mogai Escort with absolutely no idea if they will have dedicated science vessels.
T5 will likely have a refit version of the T3 versions of the Mogai and D'dedirex, along with that drone thing out of an episode I forget now.
That's what most of the Fed Z-Store ships are. So yeah, I figure we'll get several of those.
Let's take a closer look though for the sake of being thorough.

So yeah, The only free ship is Miranda at LT and it's pretty much the worst ship to have... It's not that it's bad really, it's that the (pay) options are better. I'm expecting Romulans to have at least one paid option at ensign level. Oberth actually has a really nice console.
Next is teir 2:
The cruisers are identical to each other except that the pay cruiser has a second sci console slot, ionized gas sensor, and an upgraded Eng Boff slot.
It's also true with the escorts. The pay escort has +1 eng console slots, a universal console and an upgraded Tac Boff slot.
The trend continues with the science vessel, it gets another console slot, a universal console, and an upgraded sci boff slot.
Um, yeah, I'm expecting something similar for Romulans.
I worked this up one day...of course none of it is confirmed...just my ideas
