You cant be serious can you? To bring this up even, if anything they shoulve removed that rediculous cooldown a long time ago for PvP's sake. Even without it it doesnt go up against a JHAS.
in the right hands it can, i fly a fleet adv with a mvae, i use to run the mobious but the reason i swtiched was because of the JHAS, now i have a ship with pretty simular layout with same speed while in beta, even in the other modes the turn rate is as much as a boost as in beta, but i have RCS and techy conver so i honestly cant tell to much of a differnce between the modes its still a nice boost in turn rate and it allows me to easily keep up and go head to head with a JHAS, can definitly give them a run for their money

Looking at the Ha?apax Advanced Warbird from http://sto.perfectworld.com/news/?p=858671 - I'd have to say that the change was implemented for that ship (and possibly other new Romulan ships). That looks like a pet section there, no?

i don't think beta section necessarily out turns a bug, especially one with any turn consoles, but it is still over all second only to the bug. the defiant is inferior, unless you intend to use it like a bop, which it is not ideal for because no battle cloak.
i prefer more sci then eng on an escort, and the LTC sci can give you extreamly powerful defensive or offensive options. RSP on escorts is for chumps, lol at using the mirror advanced over the fleet mvam. TSS3, will do you a lot more good then RSP if you know how to speed tank. damage control doffs and EPtE1 and EPtS2 is all you need for eng.
you will have to make sure you warp out from a space map though, if the match ends and you return to sector space or ground your going to have your 10 minute cooldown. gamma section isnt to bad though regardless, alpha moves about like a defiant, but has that horrible behind the saucer pivot point.
its nice that there is a near bug alternative now. trading powerful tac for powerful sci, but still being down in the hitpoints by a noticeable amount. not that big of an issue with sky high shield res being more important then actual hitpoint numbers
