This will be difficult to implement in practice, as she is unfortunately deceased. In fact, much of the computer voiceover in the game that sounds like her isn't her.

Yet she is still voicing lots.
If you have ever listening the the Star Trek mission log podcast her voice is in every episode.

I'd go with Brian Thompson.
His character (Klag) is a general in the KDF and was also commanding the IKS Gorkon, a ship that actually had its own novel series.

Actually it is a different actor, entirely. Cryptic once stated the new VO actor's name, but that was on the old forum and I cannot find it now.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

To me the person who should be doing the State of the Empire would be J.G. Hertzler. Because Martok died at the start of the current situtation and makes sense for him to comment on the sectors, like Mr. Nimoy did.

That or Mr. Dorn as Worf or Robert O'Reilly (though Gowron would feel out of place since the events of STO took place long after his death).

It would surely be memorable if they did managed to get him.

Unfortunately, outside of being 90, Kang's been long dead and having Mr. Ansara reprise his role of Kang for the State of the Empire would be......out of place.
