Make ship loss permanent until you build another one at ESD, which will be a project requiring tons of commodities, and of course dilithium...

And of course if your character dies on the ground you should re-roll.

Are you trying to make Eve Online 2?
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

We play on a server called Holodeck.

Remember the ending to ENT?

Tada...
Maal, Klingon, Mogh - Vegar, Orion, Marauder - R'ebel, Romulan, Haakona
Willard the Rat, Reman, F.T'varo - Rave, J.Trill, Kar'Fi - Mysk, Gorn, Varanus
Kopor, Nausicaan, Guramba - Nivuh, Ferasan, B'rel - Venit, Lethean, M.Qin

So let's take an already poorly implemented mechanic and make it even worse? How about no.

If they implemented this then the biofunction monitor would become a much better and more used console because it both keeps crew from dying but also helps injured crew get back to work faster. Also the Klingon Honor Guard 2 piece set would be even better then it already is.

The biggest problem is crew dies to easily they would need to make crew more resistant to death in addition to allowing you to get new crew from many different locations and maybe even very common fast and easy to complete recruitment Duty officer assignments.

I think a lot of people would dislike it because if they don't have the biofunction monitor console or the 2 piece Klingon Honor Guard set during a mission they would have crappy hull repair rates in the entire mission.

Best scene in the whole movie. Period.

on Topic. I am sorry but making crew loss permanent is an terrible. I would institute unnecessary grid (and we all know how much STO fans love grid) to afford new crew members, and make the game unnecessarily longer (as you try to grind all that EC to afford replacement crew members)

My crew has been killed so many times in combat they're now ghosts of zombies.

I see no reason to trade them off now. STO takes place in the nexus, death has no meaning here.

Even if this would've been a good idea under ideal circumstances, it's not workable now.

Crew damage is broken. It is not proportionate. The result is that cruisers lose crew faster than escorts and recover them slower.

If this were implemented under the current system, cruisers would be forced to replace a LOT more crew than escorts would.

It would be a penalty for flying a ship with a lot of crew.

Or to put it another way... if any particular attack killed 5 crew no matter what ship you were flying, then it would be fair. But that's not how it works now. An attack that injures/kills 5 crew on an escort probably injures/kills more like 50 on a cruiser. Unfair.

Replace "crew" with "torpedoes" and I'm down for that.

I do agree though that the crew system is in dire need of being reworked.
