RCS consoles do next to nothing for slow turning ships. Since they work off % increase, any ship that needs to use them, won't get much benefit out of actuallly using them. If you have a ship with a turn rate of 3, and use a RCS that gives +30%, then you'll get a final turn of 4. If you have an escort that has a turn rate of 12, and use the same RCS console, you'll get a turn rate of 16. Beamboats like the Oddy aren't meant to zip around. My advice: ditch the RCS, and equip some other, more beneficial consoles in their place.

Same goes for engines. I'm not sure which provides the best turn rate, its like the RCS consoles. You simply won't get that much benefit because of the % increase. You'd be better off slotting APO, which gives you a movement buff when used.

Given that the Oddyssey is such a slow ship, I always set the Engine Power to the lowest possible setting (25), so that your power can go to more important systems. Therefore, it makes most sense to use an Engine which is efficient at low power settings ie. combat impulse engines.

^ These are some examples of cheap and/or easily obtainable engines. However, engines that are part of Reputation sets (MACO, Assimilated Borg) are generally regarded as some of the best gear for PvE, due to the multitude of bonuses that full sets offer, notably improving ship performance.
In the grim darkness of Star Trek Online, there is only war.
We asked for a competitive Fleet Galaxy, and they gave us something that missed the mark.
On top of that, the Gal-X model still has very obvious bugs.

The performance boost from use of Auxiliary to Dampener will dramatically outweigh your choice of engine. Increases your turn rate a LOT, also increases speed and provides a good whack of kinetic damage resistance.
