I've been thinking of dropping it from my escorts for two reasons:
1. I often forget to use it or react so slowly in using it (due to not using it a lot because of long cooldown)
2. The second you pop it against a good sci, you're toast, unless he just subnuked you for something else.
I've been trying to figure out what else to go for, though. I was thinking of trying Aux to Dampeners to weave between attack patterns so that I can compete with bug ship turn rate, but I'm not even sure it'd be useful.

I use it on my tanking science ship, but more as a "engineering tac team" than for any thing else. I can heal my hull damn quick, so flipping on RSP when my tac team is on cool down and I'm getting bombarded is usually enough to keep me alive long enough to keep the fight going (and for subnuc and subspace jump to finish cooling down). In Kerrat it's handy to keep the klinks busy until help can arrive and we can start tearing them apart (or vice versa if I switch sides because feds are being campers).
Like most abilities, it's situational, but still nice to have. Probably useless on an escort that can heal itself fast enough while RSP is on.
I chose to keep ES1 & A2SIF2 over an RSP for my wells. It's a pain in pugs but usually works well enough in a premade that I don't miss it, I have other things to help me live and good teammates makes it a moot point anyway.
If I had the room and wasn't using my uni station for a tac station I might consider it, its a nice card to play against multiple subnukes.

That's the exact same way I fly my Wells.
Selfless builds tend to beat selfish builds, and RSP is one of the most selfish skills in the game.
What's more powerful? Three wells that either have an RSP 1 and either an ES2 or A2SIF2, or three wells with ES1/A2SIF2 or A2SIF1/ES2? The later obviously, assuming the team is able to coordinate all those heals -- and if they aren't, hell, that just means they need the practice.
Of course on a Wells it helps that you already have an inbuilt diaper with temporal backstep, not to mention the tier 5 placate.
I'm not completely against taking an RSP, but I'd rather have ES, A2SIF, and EWP before I consider using a slot for one.
