How do you detect cloaked ships outside of 10km... I keep reading its possible/implied to be possible, but haven't found the right skills/console combo to do so. Anyone know how and care to share?
As far as i know you can't, but i don't play Fed so I'm not sure. if you could detect us at 10k there wouldn't be much point to cloaking though, would there?
You actually *can* detect past 10km. I'm a science officer running an escort with a sensor/sensor array deflector and science console, and when I use the active scan/perception buff that all sci officer characters have, I can get intermittent detection up to roughly 12km. Of course its useless because they're out of tractor range and the second you fire on them they move out of the 12km range. I would also assume that a sci office on a sci ship with high aux could actually get a higher detection range than the one I'm getting at low aux on an escort.
Of course you can only use the scan ability every minute and 30 seconds so that limits the usefulness.
I rolled as fed sci/sci when i hit commander and got bored with matches only popping once an hour ish and the sensor scan only has a range of 3km if i remember right. However, you can have a target up to 10km away and it will scan 3km around them.
No you do not. the Science Captain's scan power can target yourself when activated to give the perception buff. The debuff portion only effects enemies and is the only part that needs an enemy target, which it'll automatically grab if you didn't turn off any of the auto-targeting stuff in the Options/Controls settings.

Quite often if you use it on the first battlecruiser that appears out of cloak it will also pop out a bunch of BoP's within 3km of it

Yes, but with a Science Captain in Science Ship running max AUX power. If they passively spot a cloaked ship at 8k, target said ship and use their scanner to decloak it and any of its buddies within 3k of it that's a max total detection range of 11km, 8km passive plus the 3km sphere. with the right deflectors and sci consoles and engineering + aux power consoles you can probably extend that passive detection range out to 10kish.
Engineer and tactical Captains in a Sci Ship with max aux can "reveal" those cloaked ships by firing on them. Remember no shields while cloaked, so if you passively detect and launch HYT at the target, or Torp spread to splash him and his buddies, the damage goes directly to their hull
