I'm looking for some recommendations for when I get to a Cruiser as to weapons and consoles to outfit the ship. What has everyone found works best on their Cruisers? Heavy Cruisers?

I'm thinking a Constitution Class Cruiser, with 1 fore and 1 aft quantum torpedo, and the rest as phasers of one type or another, but I'm clueless on consoles. I'd like to be able to disable an enemy quickly so I can destroy them with my weapons quickly. Handling high damage is also a good thing.
