If your Viral Matrix tactics only go as far as, "VM the guy that we're tunnel visioning" then yea I guess the skill level is the same. However, there are ways in which Viral Matrix can be used that require more thought process than simply treating it like an extra Rapid Fire button.

Viral Matrix can be used to prevent a support ship from healing its teammates, or to break up the incoming alpha strike damage on your team (though that usage is COMPLETELY NULLIFIED ALREADY if the Klingon team listens to me and Science Teams their own ships coming out of cloak).

If you focus fire a target on my team that isn't me, and you Viral Matrix it while going for the kill, you've just wasted your skill (excepting the times that my abilities are on cooldown while yours aren't). I am likely to Science Team your focus fire target whether or not any of your ships Viral Matrix it; the ability is just that useful. You're much better off using VM to ensure that he/she doesn't get heals.

Leave the Science Class Alone.. We have enough trouble as it is.. Most of our Skills can easily be countered..

You want to Nerf Viral Matrix.. I want High yield Torps and Rapid Fire Nerfed...

That's so weird. My experience usually goes like:

I get VM'ed.
Paq'ull: Paq'ull is VM'ed.
Teammate: I got it.
I continue on my merry way.

I don't use it myself because it's so easily countered. Tacticals have a free out, and coordinated teams aren't affected by it. I'd rather hit them with a SNB and scramble. Much more effective and applicable.

Now about ramming speed, i rammed a Ship In My BOP for 193k damage.. It was so funny.. I wish I was able to screen capture it. the funny part is i was trying to run away

There's nothing wrong with a short stun that can't be cured by the person stunned.
Most MMO's and RPG's have these, as do many shooters, action games, and the like.

There's nothing wrong with a long stun that breaks on damage.

There is something wrong with a long stun that can't be cured by the person stunned (if they fit their ship/BO's properly) and doesn't break on damage.

VM would be fine if it was either A) Shorter, B) could be cured by the stunned person with the right skill, C) Broke on damage.

It does none of these things. But one of either A, B, or C and the skill would be fine,
