Can't do anything against them. Rapid fire drains shields way to fast. To make matters worse, their healing is uber now too. Even if you manage to drop one of their sheilds they can heal themselves better than we can. I've played about 10 pvps so far and not one was won by feds.
if that's the case than a tier 2 cruiser is better than a tier 3 federation ship??

i was in a kvf pvp match tonight. was the only fed cruiser in group with 1 sciences vessel rest were escorts. klingon team was mainly tier 3 ships. my cruiser is a tier 2 ship. the federation won that match. i had the highest damage and most kills in that match.
my ship for example is equipt with all Mk IV gears 2 plasma beam arrays and quantum torpedo launcher fore and quantum mines aft. and using eps trans, emergency power to weapons and and modulated energy (shield penetration) on top of each other . the klingons shields will pop with in mere secs during that time the torpedoes and mine inflict a lot of damage all before they can respond. and mu character class is engineer. and my ii trained the skills that support both my bo's skills as well as my own which increases the effectiveness of those those skills a lot.
to be honest i used to think yeah klingons are over powered but now that i got things set up just right. I don't think so any longer. and i seemed to be doing fairly consisted in pvp matches now and usually ranking up near the top. can't wait 2 more levels and time to gear up a tier 3 cruiser
Federation players can use exactly same weapons and Bridge Officer abilities as Klingon players are using.
Extend Shields, Science Team, Engineering Team will all help your fragile teammates survive the opening barrage of cannon fire. For yourself, you might also consider Reverse Shield Polarity, Polarize Hull, and/or Emergency Power to Shields in case you're the one they go for first. It also helps to carry a few Shield Batteries for emergencies.
I have been playing Engineer-Cruiser Federation side and I rarely die more than once a game. I'd say my percentage of matches that my team won since I hit T3 has been around 75%. At least in my experience there are very few Klingon players in K't'ingas and the BoPs that make up the majority of their teams are alarmingly fragile.
It certainly doesn't balance help that Federation players have a much easier time acquiring very powerful blue gear (via quest rewards), where a Klingon player has to either farm up on a Federation alt and mail the items over, or just live with using only green PvP gear.

Its funny how Klingon players are quite now. The very same players who brought such a sh** storm on forums during last day of beta when they were being camped. I still have their replies, would be so ironic if i post them now.
I'm a science ship, my load out is science team 1 x 2, emergency power to shields 1 and 2, Viral Matrix, and Jam Sensors. I have a 5k + shield, transfer power module, I can't remember what my other modules are. I have a Quantum IV torpedo, and rest are Phaser V's. My layout doesn't really matter considering you can take a shield all the way down to nothing pretty much with a Klingon and he can patch himself up 100% just like that. To make it worse, they gun you to death with Rapid fire. Yes we can use cannons too, but you neglect the fact that the Klingon ships can out manuever the feds. That being said, all the Klingon has to do is get behind you. If you start to own them, they just cloak. On top of everything else, they get to set themselves up in perfect postion for rapid fire verse a fed with rapid fire will usually have to manuever in place to start it. Not really fair in my opinion.
The Bird-of-Prey (and only the Bird-of-Prey) has untyped Bridge Officer slots. It pays for this versatility by having one less slot or lower ranked slots than the other ships at its tier.
I can't help but think it would end very poorly for someone running all Tactical officers. Your survivability would be near-nil, especially if you were a Tactical captain as well.
You may die, but you still do your dmg. The pvp still needs a lot of work. I'd really like to see a timer or hold on team until everyone is in the system ready play. Something needs to be done. It's to one sided still in my opinion at this lvl. Only time Feds win are if they have a whole group of crusers. They might get lucky and play a bunch of lower lvl klingons, or a group that has no idea what their doing. But, if you put a group of experienced klingons against a group of experiened feds, the feds will lose. You can't do anything. I don't know what the solution would be, but I just want it to be balanced is all. I don't want it to be one sided. I actually like playing the pvp, but it's unenjoyable as it is now.
