havent played in over a year..are things better? Has klingon gotten better as well?

Klingons are a bit better, the game overall just improved massively with the new ground combat systems.

Almost a night and day difference.. Everything from space to ground has been improved and perfected. You will not be disappointed.

It's worth the $15 to try it out again for a month, at least. Decide from there.

I bought my lifetime sub in April because I find the game awesome now and it only gets better with every patch.

Make up your own mind. Sub back for a month and try it out yourself. I bet you will not be disappointed.

space combat is more or less where it was a year ago, sure some powers are better others worse, but no substantial changes.

ground combat however, has been signfcigently revamped

It's really good. So much like I imagined it would be when it launched. The Klingons are a bit better, I believe they are the focus for post season 4. If you come back, go check out Qo'Nos. You're eyes might pop out of your head.

That is very much open to debate. Quite a few people dislike some or all of the ground combat changes.
