Apparently I am now lt. 11, ii have no idea how to rank up to lt. commander, i have talked to quinn all he has to offer me is new missions, i went to starship recresitions can't get my ship there, someone says i need to get a plack from Quinn, but i can't find any such option when i talk to him. Am I the proper level? This is the most frustrating thing since I got kicked out of every single MAG game!

Have you spent all your skillpoints on skills yet, you need to do that as well before you can get promoted.

ya u have to spend all possible skill points on your Captain. If you put the mouse curser over your current rank, it tells you what you need to level up.
