I have figured out how to expand my ability window but I do not have all 4 abilities for each bridge officer. Do I have to equip a specific type of bridge station inorder to get this becasue I have not noticed any difference in the bridge station descriptions.

Each bridge station assignment has a rank limiter on it. If you look at the assignments tab for your ship. You will notice that each station has a particular rank that can use it. This means you can only use your bridge officer abilities upto that rank in space. Example: If you have a bridge officer promoted to captain and have all the skills for that rank but he is assigned to a lieutenant station he can only use his lowest skill in space. But your officers have full access to their skills on a ground mission.

I have a huge problem with this system. I feel you should have full access to their space skills, but the devs decided to do it this way to keep the system ballanced according to your officer class.

That was a huge hangup with a bunch of us at well. You have a fully trained officer yet he can't utilize the skill's he has honed over years of Star Fleet service because the station he's sitting at doesn't have a button for him to press to execute what he knows how to do.

Doesn't this make sense though? Why would a first-class Science Officer sign up to work on a Tactical Captain's Escort when she knows that science is always going to be third priority on that ship? Similarly, why would a great Tactical Officer sign up for a shift on a Scientist's Research Vessel?

They don't "sign up", you are assigned.
