A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
I hit Tier 2 on the New Romulus Reputation and got a mission to go to the Mountain Pass, find the shuttle, and get the secret recording hidden there. Well, I've been all over the Mountain Pass, killed about 100 Romulans, and there's no shuttle anywhere around there.
If you just beamed to Mountain Pass you're not actually in the "Mountain Pass" instance. When you step off the transporter pad there should be a Romulan civilian nearby with a quest icon floating over his head. Talk to him to get the mountain pass mission.
The pass itself is up the path to the right from there. Once you reach it you bring in a normal away team and you have to rescue some prisoners and download some data and generally disrupt Tal Shiar operations and the end of the mission you'll find your shuttle.

ah ha Thanks for the help. I wish the in-game instructions were more clear on some of these missions. A simple "Go talk to this guy..." would have helped immensely (and saved a lot of bad-guy Romulan lives! lol).
