Target Subsystem 1 seems to be only found on the basic Science Ship powers. Buy a science ship and it comes 'free' with all 4 subsystem targeting abilities, but locked at Rating 1, and locked in skill (can't upgrade) So it has a cool down of about 1m 15 seconds i think.
