That's because Q picked Picard to interact with first, and Picard was way too patient and tolerant.
Sisko takes no ****. Not from a Klingon, Not from Picard, and not from some cross dimensional nigh omnipotent entity.

Think C was captained by Rachel Garrett, Human and Enterprise B was Captained by John Harriman whether he stayed in command after Kirks "death" is another question.

Of course, how long did Kirk and Picard have command of it? Most ships stick to a single captain unless promoted to admiral or killed in action. I was only providing the facts we know about the ships mentioned.

As much as I'd love to leave that joke hanging, I feel the nerd in me that needs to explain it.

You remember, they found Data's prototype, B-4. Data had, during the movie, downloaded much of his personality onto B-4, in the hopes this would overwrite and improve B-4's simplistic personality/technology.

Data did "die".

But the last scene of Nemesis shows that his personality was affecting B-4's neural netways. It is assumed (this was not filmed, but many fans are agreeing this is canon) that at some point, Data did supplant B-4's simplistic personality. With the help of Geordi and others, more complex devices were added into the B-4 body to upgrade B-4.

So, B-4 has now become Data.
