The Elite Fleet dil mine warp cores will work just fine.

You want to look for features like: AMP, SEP and W->S or for a little more dps get S->W

Stick to Plasmas. I use AP now but I did use Romulan Plasma beams on my Vesta Class and they were epic. Then again, so are my AP weapons but it was just because I liked the look

So I'm moving one of my toons back to plasma after a long time with disruptor then AP. I'm just trying something different for a while, and I know they rock.

I'm KDF, I'm not romulan. I only have access to the romplas from the rep store. Should I stick with that, or will elite fleet plasmas be better? What type of plasma is best? There are at least 3-4 types, some not as great as others.

Anything with AMP. THe AMP Mod is what gives the damage bonus based on power level.

Short answer, for PVE use whatever you like, you can do enough damage with anything if you support the build correctly.
This. AP can be the best, if you got a massive critical chance bonus. Otherwise, Romulan plasma or Elite disruptors or Elachi disruptors.
Let us wear Swimsuits on Foundry maps or bridges please! I would pay zen for that.

Yep, that's it. It gives the plasma proc to non plasma weapons, but it also gives that 9% or so damage buff to plasma weapons. That said, I think it's an additive buff like the tac consoles so it won't be a huge difference, but if you use the sci powers that the sci console buffs then it could well be useful.

As a general rule, all 4 of my toons have over 14% Crit Chance and over 100% Crit Sev. Especially my main toon.

FED Joined Trill Eng: 21.9% Crit Chance, 102.3% Crit Severity [AP Beam weapons setup]
FED Borg Tac: 21.1% Crit Chance, 101.9% Crit Severity [Phaser cannons weapons setup]
Fed Borg Sci: 20.3% Crit Chance, 103.1% Crit Severity [Disruptor beam weapons setup]
KDF Borg Tac: 20.7% Crit Chance, 110.1% Crit Severity [Disruptor cannons weapons setup]
