The ship equipment vendor on Qo'noS that sells items for exploration badges is broken. The MKVIII shields that are supposed to be sold for 4th order Exploration badges are sold for 3rd Order. Since you can no longer do the 3rd Order Exploration mission at about Captain 2 or 3 this is game breaking. It takes away one avenue of getting gear. Further more it is just another example of how "tiered" badges (or PvP medals) is too complex system and needs simplification.
