i could see a reward for a full admiral being that the ensign slot becomes a lt, or everyone opens an additional space ability for space

I am unsure if your just trying to push a arguement as of right now. You will, regardless of ship, and if you utilize a very rare BO with a rare III ability, have something you otherwise couldnt. It does not matter on your captain class, your skill selections.

All that matters.. is what ship and the chance at the BO ability. It is a small boon, a lucky roll. A bonus good skill, most times, that you can aim to obtain.
Ok, so I guess I misunderstood. Even though they have only a lieutenant console/station I'd still have access to the 3rd tier space ability? They're always greyed out under assignments when I look. Or does the RSPIII occupy one of the first two slots?

The ship is limited by the EQUIPMENT. Regardless of the rank of an officer, a SCIENCE SHIP doesn't have the equipment to support the most complicated and daring TACTICAL manuevers, or those phenomenal feats of ENGINEERING prowess.

That would be like saying a world-class stunt motorcyclist should be able to use all of his tricks in a schoolbus. Different equipment.

From what I've noticed with the uncommon/rare/very rare bridge officers is that they have better versions of the passive ground skills than common ones. Anyone else notice this?

This. Some ships are better equipped for things, and that's the balance for space. Your officer might be the most talented Commander in the world, but if their equipment is sub par to their skills, tough tomatoes.

Ground though, officers are not tied down by their computer console's limitations, which is why being able to use all 4 ground makes sense.

Also the fact that BOs currenrly reach max rank at player-2 could mean they weren't ready with Captain BO skills, since the 2 rank difference doesn't happen until RA, amd normally you can promote to a rank below you but no Captain. It's below RA, but unattainable.

Rare BOs are only good for one thing:
1. You fly a ship type different from your class. (currently the only way you can get any lvl III powers)

Open your stats readout (AKA Officer Skills window lol) and look at skills. The console they sit at only limits useable skills (P menu), not what skills are actually learned.

So I'm wrong to assume RHPIII is not a 3rd tier engineering ability, unavilable to me on a science ship since they are limited to only the first 2 space abilities?

K, I'll rephrase it:

Rare BOs are only good for one thing:
1. You fly a ship type different from your class and you want a level III BO skill that matches your ship type.
