"Hail the Klingon ship"

I want to hail ships to taunt them!
If a Cruiser (or anyone, for that matter) is to be a 'tank', then shouldn't we have some sort of Taunt ability? A skill where we can hail other ships to taunt them, either singly, or as an AoE, and keep their attention for awhile.
I was planning on going down the line of Tank... I have gone in areas where 6 ships will all focus on me at once and on none of my colleagues. It worked out great even at my low level I just kept turning my shields, and charging, and focusing and took the fire while everyone else picked them off, but there was no way for me to force their fire on me, other than being the first thing to pull aggro.
Still i am not very far into the game so for all I know the TANK mechanic may not even apply to STO.
As an escort player I would greatly appreciate this ability for cruisers. I seem to generate a lot of threat especially once I throw the big red A on my ship that makes all enemies go "OMG Kill that guy now!, burn him with fire.....kill kill kill, is he dead yet?"
1) The traditional "taunt" mechanic in the form of a "Draw Fire" ability for Space use. Perhaps we simply *fake* one of our shield facings being down, making us a tempting target for the enemy. Trouble with this is that a lot of people don't want the same old taunt mechanic recycled from old MMOs and such a thing doesn't *really* fit in with the Star Trek world.
2) A passive +50% Threat Rating. Cruisers as they are feel rather incomplete as far as benefits go. Science Vessels get good shielding, extra +10 Aux. Power, and the ability to target subsystems, Escorts get an extra +10 to Weapon Power, awesome maneuverability, and can mount cannons. Cruisers get...a negligible amount of extra hull, a piddly +3 to all power settings, and a horrible turn rate. Help us do our job by having a passive bonus to threat generation. After all, cruisers are large and scary-looking. We *look* dangerous. Enemies should be afraid to leave us on the battlefield and want to destroy us quickly.
