I'm a tactical player and I'm wondering if I put points in specific science and engineering skill categories if it effects my science and engineering BO's with those skills.

Or is it best to just put points in my own tactical skills?

Yes. Press P and find the BO powers you're curious about and it should tell you precisely which of your skills affect the power and how it affects it.
