The code for klingon powers has not been rewritten to compensate for the fact that klingon use diffrent skills for ship types.

This means klingons basicly are only able to get 50% the efficieny of the powers that use a ship skill to boost its magnitude and duration.

Please fix at once... this is a rather big bug.
