My fleet is having a real problem working together in Exploration missions, because the missions seem to be scaling very erratically. When there's three of us, levels 22, 24 and 32, and all the mobs are level 32, that makes for a very painful and unfun mission.
Does anyone know the hard and fast rules on how Exploration missions scale? And what can be done to ensure they scale to a desired player? Because the whole point of a fleet is that high level members can help out lower level ones, except on these missions, the opposite is happening. The higher level member actually makes the mission harder, not easier!
I'm sorry, but this is just not true. I have done exploration missions where the mobs scaled to the lowest member, and ones where they scaled to the highest.
I'm pretty sure that the exploration missions are generated by whoever enters first.
However, any additional MOBS that are generated after your entire group is underway (i.e. at new spawn points, etc) they will come in at the highest level as though the highest level player had entered first.
I was doing exploration missions with a friend and had this problem as well. I was 22 and he was 13. I went to Earth Spacedock and switched to my Tier 2 Ship, then tried again and it scaled -7 for me and +2 for him, until we went to the Khazan nebula, where regardless of ship it scaled to my level.
Also is it possible it that it scales to the mission level as noted in the Journal?
Same here... i tested some deepspace encounter in Sirus or Sirus (the one with the sol system ) and stayed there for a few reset and the mob was still 8 lvl below me.
it's was the same for the War zone with the Borg. One instance was +3 to me and the other one was more than 10 level below me and i stayed there for 7 reset since it was for the mission we get after finishing the first FED war zone quest.
regardless of the reason for t he scaling you will *always* experience a less than ideal balance point if someone in your team is literally a tier away from you.
When ships change tier t he power capabilities change far more radically than the level of the player would imply. even if you were 29 and they were 32... any vessels spawned in the 4th tier range would be havoc on the 3rd tier ship. Not impossible certainly, but a much more contrasted gaming experience.
I once did an episode mission at a tier 2 ship with a tier 4 player. I'd literally get pasted in about 4 seconds. *shrug*
So even if you figure out the primary index for determine exploration mission balance points, someone in that kind of group make up is either going to find it ridiculously easy, or ridiculously hard.

I remember playing COH/COV, their scalling system for that game was a little better as you could "buddy up" with someone who was higher than you and do missions that would normally require you to be at a higher level...the buddy system esentially leveled you at or near your higher buddies level, so long as you were with in 10 meters or him i beleve.
Could that be impimented into this game? I sure something can.
to the OP....Me and my buddies were having a similar problem last night...we had a rear admiral helping us in one of our LC10 missions ...we though the missions would balance and scale in difficulty...but in all 3 missions, no matter who entered first or whos mission it was primary, the spawns were all LC10 level spawns...made the mission way to easy with an RA member helping.
