I haven't experimented with this yet because I just respeced into Hazard System and out of Tractor Beam. I can see the value of Tractor Beam to hold the target down while you move in close to launch a Tricobalt Torpeado - anyone ever try this move? The Hazard ability is too good to drop, I can't say no to another hull repair that doesn't share a CD with the others.

I was thinking on a system to change out Science Officers for PVP/PVE.

best tatctic (for me anyway) is I come in blasting at full impulse (weapon battery in use to mitigate power drop off due to that) and right as I get to the target (Shields are almost always down) drop the Tricolbolt at basically point blank range (as they are slow and WILL get shot down) and it's usually one down at that point.

In PVP they are nice in an aft slot as you can catch your opponant off guard and with minimal time to target and shoot it down. It can be a game changer in that manner as well.

I love when Feds do this bs, and think it's a sound tactic!!!
Full Impulse into weapons range, can end up w/ TSS:S, now you're defenseless, and in a few sec, dead.
Also, if the other teams has shockwave, tb,or tr, you're dead. They'll push you out, kill your Tc, and then you.
If they have a def turret, it's dead regardless. Also it seems if mines are out, TyR, GW, or some such crap, dead as well.

It takes a lot of things to go right/wrong, for a TC/HY to land. Also, I've noticed a bit of lag, for it to actually come into arc, and then fire. (2-3sec it seems)

I place mine in the butt, due to fly overs, and time on target. Usually, if something is on my butt, I'm dead on an escort/bop, and if it's in my fore, I'd much rather have 100% of damage than 50% or less chance. Basically, 3x DHC, 1xTorp, or 2x Cannons, 1x DB, 1x Torp pays the bills, a TC is not.
