I really would like to know what cryptic was actually thinking.
That the tractor beam should be a science skill makes no sense, if anything it should be an engineering skill, though i personally think it should be a basic ability for everyone.

I mean really, how often does the captain direct a science officer to lock a tractor beam on a target, or to adjust the beam properly when a ship is trying to break free?
The repulsor beam in STO using the tractor system is also a science skill, yet it was in a TNG episode it was first shown and all the modifications and adjustments were done from engineering(by Wesley)
And it was also B'Elanna Torres, Voyager's chief engineer, who came up with the idea of setting up a subspace tractor beam to cut through subspace interference in the episode "parralax"

So if anything Star Trek just goes on to prove that tractor beams are an engineers toy, not a scientists.
As such i think cryptic should seriously consider moving over the tractor beam skills to the engineers instead of the scientists.
It in fact makes even more sense to do so, considering that right now science has the greatest diversity of powers while engineering has very little.
And i definatley think the most basic "Tractor Beam I" should be a standard for all starships T2 and up.

Engineers can only hold screw-spanners, that tool is not suited to operate a tractor-beam console

because Engineer BO's are already stacked with skills that are useful? Because its a 'hold' and i guess science has the market on those? Not really sure. not even sure why it really makes a diffrence but thats just me I guess.

Wesley would definitely be a science officer in this game (though I'd punt him out the airlock), as would Data, and they messed with tractors a lot, too.

Also, <insert Treknobabble about combat application of the tractor beam requiring knowledge of graviton wave theory and blah blah blah>

Clever.

But the OP does have a point. All starfleet vessels have a tractor beam, even the lowly shuttle has one. I guess it's science because engineers already have their hands full, and it sure as heck isn't a tactical skill.

Although, holding a ship still to beat the hull off someone in a spot where their shields are down is satisfying in an escort vessel.

Sure all ships have tractor beams but to all bridge officers know how to effectively use it in a combat situation with a ship that is actively evading and using counter measures? At least that's how i look at it. And if any thing I'd say it should be a tactical ability not engineering, but I still think science makes the most sense.

I agree. It is a science skill over all others.
But I think if it was debated enough, a good argument could come from any of the three skill camps for and against it.
In any case, I have it on my science vessel and my escort. It's more handy than you'd originally think.
