Why is this unusual? If Richard Wakefield is Admiral, npc's should be good to go for promotion or am I missing something? Are they not supposed to rank that high?

Yea, my Ferengi Tac Off bugged out and he's a rear admiral :O with commander abilities, and I was only a LC at the time.

You know, there seems to be a Theme with Tactical Officers.

My Very Rare Bajoran Tactical Officer may not be a Captain or an Admiral, but she has 2 Ensign and 2 Lieutantant Space Skills, along with the standard 1 Lt Commander and 1 Commander ability. However, inspite of this seemingly advantageous situation, when putting her in the LT Seat, only the 2 Ensign skills show up. But in the Assignment page, all 6 show up.

Is it a bug? Or a very rare thing? My ferengi was purple quality too.

People say it's a bug. Or it could be a glimpse into the future with BO's having 2 abilities per level.
