If you're talking about the bridge officer skill points you spend on their powers, you will not see those powers get better. What that training does is reduce the recharge time of the power. Every point you raise the BOff's skill in that power reduces the recharge by 5 seconds. Since they all start at level 1 of the power, that's 8 increases for a total recharge time reduction of 40 seconds. So if a power starts with a recharge time of 10 min 40 sec at level 1, at level 9 it's a 1 minute recharge. The other common recharge time is 1 minute 25 seconds at level 1 and 45 seconds at level 9.
To increase the strength and/or duration of the power requires training your character's captain skills that affect that power, which is listed in the details of that power on the power tray (P key) when in space for the space powers. For ground powers, however, you can only go by the hints in the text of the captain's skills or be of the same class as the BOff and have a kit equipped to your character with the same skill. Then you can see these same details in the powers tray when on the ground.
Hopefully we'll see better descriptions of these skills, that includes the 3 captain's skills that modify them, in the details box that pops-up in the small window to the right of the character sheet when clicking on the skills on the skills page.
Another thing to consider is even if you take the time to train your boffs and skill them up, depending on the "rank" of the station you might not see some of their abilities either.... if the boff has skills at ensign level and LT level, but the station is only ensign you will only have that boffs ensign skills available even if they are LT... it sucks If ive taken the time to train them and put skills in that slot then i should be able to use them if they are at station.... why should the station be ranked? Does it require shore leave as well or a paycheck? How gay.......
Ok, simple question...At what level do you see a "benefit" from a powrs upgrade...Incrmentally?...as you keep increasing a powers level?..or..only when you reach level 9?
ie...do "powers" increase when you go level 3 to say 4?...or only when you reach the level 9?
When you train a BO skill the time between uses of the skill decreases, which is an incremental change.
When you train your own skills, the dependent BO skills will also slowly change in magnitude or duration (except the bugged ones), which is more incremental changes. For a few of your own skills, when they reach level 9 that allows you to train your BO in a new previously unavailable skill, and that is a nice non-incremental change.
