The dialog voice-overs are actually still in-game.
If you crank your volume waaaaaay up, you will hear a voice every time a dialog pops up. Usually has nothing to do with the dialog being displayed... which makes it rather amusing.
A diplomat hails you to tell you about some nifty thing, and you hear "HELP US! WE'RE UNDER ATTACK!"
They still have lot of work to do on the Kingons to finish them first. The ships Still want the Movie D-7 and yes TOS D-7. There is other stuff I would rather have Secondary Skill for my character and officers.
Just recently I was making a Borg Klingon alien character when I was flipping through the "Change Costume" menu when I happened to see an unclickable scroll bar that read "VOICE." No foolin' Should have taken a picture of it but didn't.
What would this do for LAG to players who are more distant from the servers?
If Nearby players opt to use the voices, then it would use Band Width that would then not be available for more distant users, and might cause them more lag.

Not it would not, the VO audio tracks would most likely be located on your disk and all you would have to download extra when the dialog pops up is the statement which audiofile to play for the dialog.
Or they could go with text2speech, but i don't think the tech is advanged enough to not make it sound goofy.
