Okay so a few points made in IRC:

Konvert0r: Zeroth: what about tying aux power level into it? Aux goes offline, there go your sensors..
STOdude: it would be cool if some npc ships had a passive sensor scramble active at all times, or at least until disabled. not sensor scramble as the BO ability, scramble in that zeroths scans wouldnt penetrate
I'd like to add that using jam sensors and scramble sensors(the abilities) would mess up scan results severely, and even have a lasting effect after the initial effect wears off.
it oculd be more of a "Sensor shield" i remember alot of episodes that sensor scans could not penetrate x material or interference blah blah bla. this would be less confusing with the BO ability and still make sense.

This would also be good from a tactical point of view .... to which I don't remember where I was going with that point o.o but i'm sure you can make something up that makes it sound absolutely awesome and what not :b
The problem is, this is no power house ability, its just a view of what your enemy has, this could work on friendlies too to check what load out they have on their ships.
Its more of a Map out than anything else, you can look at a map and where you enemies are to try and attack them, any missing information will usualy supprise you, (like BO being hidden).
So in essense you will know how to attack them before they start firing weapons, currently the only way to know what weapons they have is by getting shot by them, in no terms is that strategic on the battle field.
Me likes...though I think any intensive scanning over the current default levels should result in an alert to the target being scanned.
It might not mention who is doing the scanning, but at least that its happening. For us cloakers, it should either be unavailable under cloak. If it is available, allow it to create a threat vector(have the shield arc in the direction of the scan blink) and increase the odds of an intermittent ghost contact when used in close proximity for all ships...of course science ships would get these intermitent ghost contacts from further out. The idea isnt that it would break the cloak...but instead facilitating the enemy in executing the required operations to get you out of cloak.
Another additional idea: there is a passive highly inaccurate passive scan(click on info boxes), and then provide to all ships an active scan which is more accurate, more info, but alerts the target that you're being scanned.
Another idea: effectiveness of scanning depends on aux.
