I dont understand how skills point work.
Between me and my briidge officers I have spent over 6800 skills point to advance to LT CMDR. But my status states I have not complete and i cannot spend anymore, cannot make selection.?????????

Your Bridge Officers use a totally separate skill pool than you do. *YOU* have to spend 6700 points, how much your Boffs spend is not relevant to your rank advancement.

When you reach Lieutenant 11 in rank, you'll have been given a total of over 6700 points to spend. You can see how many you lack at any time by hovering your cursor over the XP bar at the top of the screen.

Points spent on bridge officers do not count toward the total you need to spend to rank up.

Be aware that your skills page has a scroll bar and that there are considerably more than 4 Lieutenant level skills available.

Only you, not your bridge officers, count.

Please don't take this as an insult to you intelligence, but have you scrolled down the skill window? That seems to be a common problem, and the scroll bar isn't very obvious in the UI.
