A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
Putting 9 ranks into Threat Control gives you - according to description - the ability to train your officers Stun Greade III.
In reality putting 9 points in it gives you the ability to tran your officers only Stun Grenade I, what is the same, that you can buy from the skills merchant. So no improvement.
And actually the description should say Stun Grenade II (since only rank 1 is available from trainr) and you should be able to teach that. Rank 2, not 1 or 3.
