Thanks SO MUCH for all your support, and we'll see you in-game!
I found a thread here weeks ago in which a Lead STO gfx dev assured us that all the admiral rank insignia uniform textures had been fixed and would be pushed out with the next patch.
I have waited patiently for weeks, and I'm sure I'm not the only one who is incensed to find my RA5 still looking like THIS.
I feel I must remind Cryptic that this is a role-playing game. 'Cosmetic' is not synonymous with 'Unimportant'. Furthermore, Trek is different things to different people. For some, it's TOS, while for others TNG is the only 'true' Trek', and so forth. Uniforms tap into that 'series loyalty'. I think you fully understand where this is going.
Please fix the _______ TNG admiral rank insignia already, like we were told you had weeks ago. It's an immersion-breaker and RolePlay-killer when one's avatar is stuck with such a retarded-looking flaw.

Commodities transactions will now appropriately complete for the value displayed in the UI

Fixed an issue where defense turrets were not present in certain PvP maps
The Tribble of Borg buff power will now properly reapply instead of stack when used before the buff expires
Fixed an issue that prevented Bridge Officers from equiping weapons that have the “[Borg]” enhancement
Costumes and Customization
Admiral rank pips now appear on all uniform options
Admiral rank pips now appear properly textured on all uniform options
Fixed an issue that caused an error message to appear inappropriately when attempting to create a Fleet Uniform
UI and Controls
Fixed a bug that prevented players from continuing to respec once they'd pressed the "Accept" button unless they pressed the "Reset" button
Clarified the /Stuck UI which would previously lead users into an an infinite UI loop with the /killme command
Stacked Item counts will now display appropriately in the exchange
Fixed typos in the description of the Tribble of Borg item
Well, the TNG series uniform, as of what I assume is the first March 27 patch, now shows a single admiral pip on the uniform collar, instead of a big gray plastic missing texture. Thank you!!!
Unfortunately, the problem with TNG Film and DS9 variants remains, and is the result of the neck/collar geometry having a much wider base than the TNG series collar. The result is, sadly, a rank insignia layer that must be increased in size (with the avatar's physical neck size slider) until the person's neck is disproportionately wider than their head, just for the admiral rank pip to show partially. This may be true only for female avatars.
And a new bug seems to have appeared. I can't change uniforms using the right-click-my-portrait method, nor using the tailor's Wear command. Nothing happens when you click the button.
edit 3/27: And after a bout with the "retrieving list of characters" bug, I have managed to log back into the game, and now the "change uniform" options are working correctly, so that might have been an isolated case...
Anyway, time to knock wood (if I can find any) and dive back into it.
