Every MMORPG has those, including CoH/V. If you want them to be removed, you'll need to make a case that outweighs the reasons everybody in the business concludes they need those NPCs.

City Of's character limit for a public area before it even starts using instances is MUCH larger though... it's rare to be instanced, yes it does happen sometimes but usually only on big things like hamidon or rikti mothership invasion

Yet STO's social maps are much smaller (hey a lot of City Of's "social" zones even have combat in them still at the same time)... it's bizarre

True, but CoH combat is much less interactive, and turns into a slide show every time a large number of people go into one of those big combats. STO could change to be like CoH in combat, and then it'd tolerate a much larger instancing threshold; but then it'd be WoW in space.
