You can edit and alien's face to look like about anything. Not PS. I've seen those too in game. Or federation orion (like thats hard). It doesnt look exactly like a gorn. More a human with a gorn head.
Guys, just look at the body. Gorn from the Klingon campaign tend to have rather thick bodies. I've tried making a very skinny Gorn, but nowhere near the skinny in this pic. I'm guessing this is a PS.
AND the hands. Don't Gorn have clawed fingers or something?
You might also want to take into account the way the camera is centered in those pictures. If it is a Fed Gorn, it belongs to the OP. :-)

However, if he wants a really convincing fake, he should learn to demo edit. You could have males with female postures and hairstyles, mix and match Klingon and Romulan costumes, Starfleet Hirogen, etc.
Upon closer inspection of the OP's pictures, the gorn on the top two images has those cross hatched eyes that enemy NPCs have. So it's likely a head and hand cut out.
The Gorn in the screen shots below is also a head and feet cut out.
