You can edit and alien's face to look like about anything. Not PS. I've seen those too in game. Or federation orion (like thats hard). It doesnt look exactly like a gorn. More a human with a gorn head.

I have not been able to make a head anything like that though, don't know about anyone else. I think its some kind of hokey pokey of some sort.

Dude, I tried getting that to work, its just not possible to make in the federation. I don't know what you have seen, but this is FAKE.

You might also want to take into account the way the camera is centered in those pictures. If it is a Fed Gorn, it belongs to the OP. :-)

His use of lighting is good.

However, if he wants a really convincing fake, he should learn to demo edit. You could have males with female postures and hairstyles, mix and match Klingon and Romulan costumes, Starfleet Hirogen, etc.

Upon closer inspection of the OP's pictures, the gorn on the top two images has those cross hatched eyes that enemy NPCs have. So it's likely a head and hand cut out.

The Gorn in the screen shots below is also a head and feet cut out.

I saw this player in Earth Space Dock, and sent him a few tells asking how but he didn't reply back.

Edit- Saw another standing AFK in the tutorial. The only two I have seen yet.
