As it says cannot make LCmdr, HAVE SPENT 6600 skill points, cannot get Ad.Quinn to call me, cannot get auto rank-up. This is for my character J'im Gav'in, at Lt. 11.
THE TUTORIAL MISSION 'A LINE IN THE SAND' IS STILL IN MY MISSION LOG AS A SECONDARY MISSION. Can't drop it, NO CLUE why its still there, may be related or a separate issue.
Have personally seen this bug, player is local irl friend. He is stuck at Lt. 11, has spent 6600 skill points, is currently in sector space next to sol system(my idea) and cannot get the auto-level for Lcdr. My only idea as to why this has happened may be the tutorial mish in his mish log causing a bug. This is definitely a SHOWSTOPPER.
Check, and make sure that you have done all of the intro missions. And spend every point. That held back a person for 3 months. And once he spent them he was fine.
yup 6700 is the magic number, would be awfully nice if their documentation reflected that number, or ANY number. Also the number of skill points listed in Lt. ranks goes to 6600, how are you supposed to 'divine' that 6700 is the 'magic number' : P. The whole 'transparency' doctrine needs some work, too bad most of us will be level 45 before we see any changes, oh well.

Head start included Im guessing. Its close enough to three months. He could have given the actual days and hours but to say 3 months is easier than to nickle and dime it.
