We hear a few times about Romulan systems defecting. What about a quest chains that has to do with a Romulan colony defecting and joining the Federation. When you complete the chain you unlock the ability to create a federation Romulan.

Just make one with the Alien creator. It's not hard.

Why not just wait for the expansion and be a REAL Romulan?

I have a romulan as a klingon faction character atm. To bad they don't have rommy uni's, or skimpy orion girl cloths in that yet.

But its so easy to make a romulan using character creator its not even funny.

You said it. We heard 'a few times' about it. We didn't hear half the Romulan Empire defected. So, no Fed Romulans. Use the alien creator.
