Yeah boycott the FvK missions that way i can get rid of the scrubs and fight the fed groups that actually work together and make the fight worth while. Before you try to flame I do play both sides at RA5, and eat carriers for lunch (under certain conditions, refer to tactics).
It's more likely that the devs will add more Stuff to the Klingon faction and they will lose their universal BO slots.
I hope not. I think that, off in that fuzzy, undefined future where Klingons might actually resemble a complete faction, that both sides (and whoever else is around by then) should have an omni-slot line.
The Nebula-class practically begs to be the anchor of that line, Fed-side. I was actually kinda surprised they went with it on the BoP and not, say, the Raptor to give it more appeal.
Bird of Prey has Universal Officer slots and Battle Cloak; but it trades for this in a number of other important ways. For one, it has an extremely weak hull. Weaker than Federation Escorts. Secondly, it loses out on an additional Officer station (Ensign level, but that can still be amazingly useful), thirdly it loses a weapon slot and a console. These are not small disadvantages.
These are common trade-offs across the board for Klingon ships. Battle Cruisers have weaker hulls than Federation ships, and lose out on a console. Additionally they're forced into a very redundant Ensign Engineer slot (there's only Emergency Power abilities at Ensign level for Engineering), where as Federation Cruisers can select from either a Tactical power or Science power (with a bonus matching console). Battle Cruisers get the default KDF Cloak, larger Crew compliment, and ability to equip Dual Cannons -- which is something I can't recommend using with lackluster Cruiser turn rates. Yes, Battle Cruisers turn better than Federation Cruisers... but it is not much more. They still fly like space slugs.
None of these are wild imbalances. I'd gladly give over being able to equip Dual Cannons for, say, an extra console or more hull strength, or flexibility in Ensign officer slots.

Well, I actually hate pulling out the cliche'd "QQ" and "L2P" stuff.
But when someone takes elements that account for the uniqueness of a faction and implys that these things make them over-powered (or more accurately "thats why they keep beating me") - they are flat out doing it wrong. Carriers and universal Boff stations don't imbalance them vs. the fed side.
I see a great deal more co-ordination and team work from the klingon side (pressumabley as their progression depends more on it) which is what usually accounts for them winning more battles.
So many times I see Feds join PvP battles and start flying around left right and centre, no support, no team work and they wonder why they get their butts handed to them over and over.
And the occasional fed group that does coordinate and work together are more than evenly matched with the Reds.
If you want a Carrier and universal stations, roll a Klingon. Easy.
But don't take the easy route and suggest the reasons you loose against them are because of these things. Because they aren't. People need to worry more about what they are actually doing on the play-field.
