A bug that involved Romulan Liberated Borg captains and their skills once they chose an ally
The major issue really is Game mechanic changes.
When Skills change in game ie mechanics change players shoulld be afforded away to respec that does not cost them weeks of play or cash out of pocket.
not everyone gets 5 free respecs, people that were already max rank when respec came in only got one.
Once you obtain max rank you do not get anymore free respecs. If you want to try a new ship it will cost you ect.
There are many valid reasons to respec, but respecs should not be cheap or free except when changes are made to game mechanics.
