I dont remember holograms flickering in the show...... except when there was something wrong with them. Why would they downgrade?

Irrelevant, this is STO not the tv series. The EMH in the tutorial flickers and so does the holographic tribbles that the photonic tribble creates. It's a visual way to discern that they're their own 'species' as it were and to have them constantly doing that on the shows would have simply been cost prohibitive.

EDIT: to be honest i don't really care one way or the other, if they don't shimmer and what have you i simply won't have to waste money on the RAF program as there won't be anything in it for me.

You could explain that easy.... the ship he was on was under attack and he is malfunctioning.. hence why he was just stood there and not doing his job.

The holographic BO and tribble should not flicker.

So, just to clarify, other than appearance this tribble is really no different than the one shown in your inventory, except that it can be shared with team members that don't carry their own? Could be useful, I guess, albeit clumsy.

Personally, I think flickering should be an optional body stance or set of stances for holograms. Kinda like the Borg costume for the Amazon Borg BO.

Agreed!
But if ive read right the Photonic Tribble is an organic being capable of projecting holographic decoys, so the tribble itself should not flicker. :p
