Yeap. Thing is, Britain observes daylight savings time as well:

Lt. Crash is right on the money. Cryptic's listed times have (correctly) gone from PST to PDT with the start of daylight savings. However, they haven't converted from GMT to BST, so they're not accounting for
British daylight savings.
That is the source of confusion for British players.
However, there's more countries in the world than America and Britain. It still makes sense for them to list times in GMT, because that's more friendly for players
around the world.
This might seem like a minor thing, but MMO players are notoriously intolerant of game downtime. Thus accurate listing of downtime is critically important to avoid players freaking out like rabid weasels.
