It does make sense to have UGC be for "recreational" play and not effect the outcome of the game at all.

Maybe a rating system could be implemented

Players would have access to the content in a recreational format but only those rated as the best of the best would be considered for a place as ACTUAL game content that gives rewards of any kind.

It would help save us from whats sure to be a sea of sub-par content that people throw together.

Kinda a given.
I hate to tell you, but the Trek licensing guidelines are a whole helluvalot stricter than that. Having communicated with someone who works on licensed Trek comic books, they have a liaison from CBS who they have to pitch every story to before starting, and who has to have all of the finished work submitted to them for approval. I'm sure UGC wouldn't involve someone from CBS, but someone at Cryptic would have to provide the exact same function.

The easiest way to circumvent that is to just not let users write their own text, i.e. you use a slate of races, mission templates, planets, etc. and mix and match them into various combinations, rather than writing whole cloth. And that's probably where they'll go with a licensed product and UGC.

I hear ya, those are the basic ones, however
players do not have to follow every guideline cryptic does...if they did then the licence
holder would dictate everything we have to do in game.

UGC is exempt from a lot of that...>>IF<< that content is linked to that player and is not
made a perminate part of the game. basicallly, if the player leaves the game, his or her
content leaves as well.

but all of that is prob. outlined in a crap load of legal papers that cryptic and the
IP holder work out.
